Gentlemen,

In reply to your letter of the 11th September

1902, enclosing a confidential despatch from the Officer

Administering the Government of Hong Kong, dated 28th June

1902, I have the honour to state that the impression which

I formed from the little that I saw of Mr J. F. Boult on

whilst in Hong Kong leads me fully to concur with the opinion

expressed by the Acting Governor in the third paragraph of

his confidential despatch dated 28th June 1902 especially

as regards the last sentence of the said paragraph.

I shall therefore make the necessary enquiries in

accordance with your instructions in the last paragraph of

your letter of the 11th September 1902.
